About the Project
The project covers construction of wastewater treatment plant and wastewater collection system, which is co-financed under the European Union Instrument for Pre-accession Assistance (IPA) program. By implementation of the project, wastewater which is currently discharged to the Ceyhan River will be treated and a healthier and cleaner environment will be secured for the people of Elbistan. The scope of the project also covers elimination of operational problems of Elbistan's existing sewerage system and improvement of the network. The total budget of the wastewater treatment plant and wastewater collection system construction works is 18 Million Euros and the project duration is 52 months. %80,08 of the total budget is financed by European Union, where Kahramanmaraş Municipality and Ministry of Environment and Urbanization shares are %10,96 and %8,97, respectively. Three contracts are being executed within the scope of the Project:
- 1. Construction of Elbistan Wastewater Treatment Plant
- 2. Construction of Elbistan Wastewater Collection System
- 3. Technical Assistance and Supervision for Elbistan Wastewater Treatment Plant
Within the scope of technical assistance and supervision service contract, non-revenue water reduction program, preparation of sludge management plan and awareness raising program together with supervision services for the construction works, are being provided.
Objectives
The overall objective of the program is to improve the quality of environmental protection and life of the local residents by addressing the fight against climate change more effectively and by harmonizing approach to environmental and climatic action with that of the European Union (EU). It is the goal of this project to;
- Complete the construction of Elbistan Wastewater Treatment Plant within the allocated budget and scope in a successful manner,
- Complete the construction of Elbistan Wastewater Collection System within the allocated budget and scope in a successful manner,
- Prepare a non-revenue water reduction program by conducting network water loss studies in a pilot area,
- Prepare a sludge management plan for end use of sludge, which is produced at the wastewater treatment plant
Elbistan
Elbistan, which is a district of Kahramanmaraş Province, is located at the intersection of the Mediterranean, Central Anatolia and Eastern Anatolia regions. The total population including the villages was calculated as 142 778 in 2020, by TUİK. The area of the district is 2547 km2. The city is famous with the Ceyhan River, which rises from the city center and flows into the Mediterranean sea. There are Malatya province, Doğanşehir and Akçadağ districts in the east and Afşin and Göksun districts in the west of Elbistan. The distance to the surrounding provinces are 158 km from the city center of Kahramanmaraş province, 120 km from Malatya City Center, 232 km from Sivas City Center, 160 km from Adıyaman City Center, 216 km from Kayseri City Center and 280 km from Adana City Center.
The economic structure of the district consists of agriculture and agriculture-based trade facilities, thermal power plants and sugar factories. Agriculture is very important, especially in rural areas. Elbistan Plain has a very fertile plain, which is approximately 1115 m above sea level, being the 4th biggest plain of Turkey. For this reason, agriculture and animal breeding sectors are well developed in Elbistan. Afsin-Elbistan Thermal Power Plant contributes to the electricity production of Turkey in a significant amount. The total installed power of the existing two power plants is 2795 MWh. It is also estimated that coal deposits in the region have more than 5 billion tons of reserves in total.
History of the Elbistan starts from ancient times and city hosted many civilizations, especially the Hittites. Elbistan had been the capital of the Dulkadiroğlu Beylik, which was the last beylik participated to the Ottoman Empire. The capital of the beylik was moved to Maraş after Elbistan was completely burned in the war in 1507. It is known that there are ruins such as beylik castle and palace, around the old Seljuk Hammam, which is located near the bazaar today.
Elbistan district holds qualifications of attraction centres with its developed industry, facilities in education, health and social fields so that, people in the surrounding locations prefer to use services in many areas such as commerce, daily shopping, banking, residence, education, public, health and social services. Elbistan district is considered as one of the main developing centres in the region with its current situation with planned energy and industrial investments for the upcoming periods.
Project Details
Elbistan Wastewater Treatment Plant is located at the Afşin road, Karaelbistan area. Discharge point of the treated water is Ceyhan River. Wastewater of Elbistan province shall be conveyed to the treatment plan without pumping stations. A total of 8,24 million m3 of wastewater shall be treated per year and discharged to environment without pollution.
Elbistan Wastewater Treatment Plant 1st stage capacity is 22 567 m3/day with an equivalent population of 170 736 with design horizon 2032. Plant’s 2nd stage capacity is 24 602 m3/day with design horizon 2047. Treatment design parameters are removal of %89 of biological oxygen demand, %76 of chemical oxygen demand and %86 of total suspended solids.
The plant which will be located on an area of 92,000 m2, includes physical and biological treatment processes (nitrogen, phosphorus removal), anaerobic sludge disposal, solar drying system, disinfection and odor removal units. Biogas, obtained through anaerobic digestion process of the sludge after the treatment processes, shall meet 60 percent of the energy which will be consumed at the plant.
The other construction work within the scope of the project is Elbistan Wastewater Collection System. The scope of the work includes construction of approximately 33 km wastewater collectors, 3 river crossings, 862 manholes, 615 parcels.
Lot 1 - Elbistan Wastewater Treatment Plant
Elbistan Wastewater Treatment Plant is located at the Afşin road, Karaelbistan area. Discharge point of the treated water is Ceyhan River. Wastewater of Elbistan province shall be conveyed to the treatment plan without pumping stations. A total of 8,24 million m3 of wastewater shall be treated per year and discharged to environment without pollution.
One of the construction works within the scope of the project is Elbistan Wastewater Treatment Plant. The construction work is being executed in accordance with the FIDIC Yellow Book conditions of contract. The total budget of the project is 12,235 Million Euros and taking over was completed on 30.09.2022.
Elbistan Wastewater Treatment Plant 1st stage capacity is 22 567 m3/day with an equivalent population of 170 736 with design horizon 2032. 2nd stage capacity is 24 602 m3/day with design horizon 2047. Treatment design parameters are removal of %89 of biological oxygen demand, %76 of chemical oxygen demand and %86 of total suspended solids.
The plant which will be located on an area of 92,000 m2, includes physical and biological treatment processes (nitrogen, phosphorus removal), anaerobic sludge disposal, solar drying system, disinfection and odor removal units. Lot 1 - Elbistan Wastewater Collection System
The other construction work within the scope of the project is Elbistan Wastewater Collection System. The construction work is being executed in accordance with the FIDIC Red Book conditions of contract. The total budget of the project is 4,377 Million Euros and taking over was completed on 30.09.2022.
The scope of the work includes construction of approximately 33 km wastewater collectors, 3 river crossings, 862 manholes, 615 parcels.
